I would like to be able to issue service, labor, and other non-inventory items to jobs, have it show up on a job cost report, but not become part of the finished good (and eventually be lumped in with material costs).

Of course, it would be nice to have the job cost report break out these items too (as an option) to tie back to GL. ;D

I agree. Additional reporting categories are needed in job cost. Too much is thrown into materials that make figuring actual raw material % very difficult.

I am developing a new Job Costing report application using MS Access for a client that will allow different and more flexible reportability than what is currently available.
