When we post sales invoices we always view the commission report, but not the COGS report. If we post a range from 0-something, the commissions report shows only the invoices in the range specified, but all invoices are posted, including those after the specified range. This has persisted through numerous updates. We're on the current ISTS update.

A workaround - after printing the commission report, answer "No", to "Ready to Post?". Then re-do the selection, but don't print the commission report, and Post. We routinely use a range (without printing the commission report) and it works fine.
