What's the difference between these tables?

BKDCLAB and WOLABOR

WOLABOR contains labor posted to work orders. I think BKDCLAB contains labor collected through data collection that will be posted to WOLABOR.

Actually, BKDCLAB is also posted labor but it only includes labor entered through WO-M/N or Data Collection. WOLABOR contains all posted labor, regardless where it was entered. BKDCPLAB is the file for unposted labor.
