Thank you for your help on the last question, Here is another.

Is there a way to set a minimum order quantity for specific part numbers so if a new sales order came in below this minimum quantity, it would not be able to be processed.  I have been trying to do this in the "enter price codes" screen, but am having no luck.

We handle that by using SO-Q-H enter contract prices.  If a $999999 comes up, we know the order is below the minimum.

In the example below, our minimum qty is 5000 pcs. and we have a quantity break at 10000 pcs.

Set base price at $9999999

QUANTITY        PRICE               DISC%
4999                9999999.99      0
9999                4.79                  100
9999999          4.70                  100

When the customer orders 7500, the 5,000 pc. price is in effect.  If they order 10,000 or more, the $4.70 is in effect. etc.

You can do the same thing with Price Codes rather than contract prices by customer.

The important thing to note here is that there is no "rules-based" capability as referenced in the original post
