When we release a work order we issue material, even when we have shortages, and force negative on-hand inventory. Generally we have enough parts to start the WO - the parts shortage is delivered in time to complete the WO on schedule.  

We are trying to use WO-L-F shortage report to track WO's with shortages so that receiving can route the items to the floor/WO when they come in instead of shelving the parts or having to create hand written lists to track them.  

The problem we have found is that WO-l-F will not report the quantity for misssing parts required- if the parts have been issued.  In fact it gives no info on parts status at all.   Very confusing...  ???

Any advise on how to better manage this process?

Yes - don't issue what you don't have.  Use WO-G and answer L when you are prompted whether it is a Kit.  L is a List issue which will then display the BOM for THE WO and the quantity to issue which will be the quantity required up to the point of zero stock.  If you haven't issued the material, then the WO-L-F report will correctly list the shortages.

When the WO is completed, you can use WO-G List again but enter a 0 quantity for the top level assembly and the program will display the balance needed to bring any component to 100% issued so you can make sure nothing fell through the cracks.
