Hi ...

At FHC we're testing the use of DBA's payroll feature ("old payroll"). Would it be possible to set employees etc. up in a practice company, test and refine, then transfer data to the main company when we start using it for real?

yes, you can set them up and play with it. Then before the first payroll in January (assuming starting in January is your intent) clear the data so all the YTD is zeroed out both by employee and the taxes by division (transfer all liabilities) and then copy the BKPRMSTR and BKPRGLFL files (employees and division settings) to the real company.
