I ran a Master level Reconciliation and alot of the changes seem to create new conflicts:

BKICLOC Part# Units Allocated this location from 28.11 to 28.20 to match open orders

MTICMSTR Part# MTICMSTR Units Allocated chgd from 28.20 to 28.11 to match BKICLOC total

Now, if the system changes BKICLOC to 28.20 and MTICMSTR to 28.11 it just created a new mismatch

I have about 10 pages of these....I ran in report only mode, does this have something to do with it?

Any insight would be appreciated

Yes, report only would do that.
