I went into IN-L-B, it its blank and I added a location. When I entered a new PO our old Address still prints in the Ship To address. What else can I do to get the new address to print in the ship to address.

You shouldn't have added one. You should have done a lookup and selected the existing blank Location Code and then changed the address.

I tried a look up, and we have no existing blank location. Is there anywhere else that this address can pull from.

Not unless you have set yourself up as a dummy Vendor or Customer and are enterint that as the Ship To in PO-A. Otherwise, it is definitely the IN-L-B Location information.
