I have the WO default set to B and it will issue over and over again in WO-G. It should be just the balance needed correct?

The Balance Default in SD-B is for backflushing in WO-I, not issuing in WO-G. If you want to issue the balance of material needed for a WO in WO-G, do a Kit Issue and enter a 0 Qty.
