It looks like the SO-A module has stopped asking whether we want to enter Specs for an item entered in a new sales order. I do not see any "switches" for this feature so I am wondering whether this was removed by one of the updates or do I have a local issue?

I am on the newest version of EVO and it does prompt us. SD-Q Sales II top prompt set to Y.

The prompt was added (as John says, SD-Q, Sales II) but if it is blank or Y it will continue to prompt as always. Only if it is N will it skip the prompt. It has always skipped the prompt if the item has no specs entered.
