Title: "Out of Memory" error after update

This weekend we upgraded the 'issb50806.zip', and now non-administrator users on Windows XP-SP2 receive a:
"Out of memory during program load, or unable to load the program: C:\ISTS\SUWIN7.RWN"
<click OK>
"Unable to open License"

I've checked, and the file C:\ISTS\SUWIN7.RWN does exist, and I have 'everyone' marked with full access to the folder C:\ISTS and all the files.

I can login as 'Administrator' on the computer, and EVO runs okay.
Any suggestions?
