I have a SO with an single item on it. It is a blanket order so we release from it weekly. The SO header has location "MIDMARK" and the line item also has location "MIDMARK". When we release this SO it reduces the inventory OH at our default location instead of location "MIDMARK". I am looking for any possible explanation for this.

Did you create Location Records for this part # for that location? Just a thought?
