We use a part number called Handling Charge that we add to sales orders under a certain amount.

A better answer would be to find a way to meet your customers' needs without incurring costs that make it necessary to impose a minimum. Lean manufacturing is one such method. Using small distributors is another. There is likely one that would work in your situation.

Okay, enough preaching about customer consciousness tripe. :-X
