Is it possible, in DBA Classic, to flag a customer in some way which will indicate that they will accept partial shipments? Is it also possible to similarly flag a sales order to indicate that partial shipments can be made on that sales order?

Every order (as far as the system is concerned) can make partial shipments. There is nothing to control by the customer or order level that partial shipments are allowed or prohibited.
