I get this error fairly often and the users complain about how slow DBA is responding. Does anyone have an idea what this means and what might be causing this error?

held by station 57.

Station 57 has a lock on the file and so station 41 can't open it (which is what locks do). I don't believe that you really want opportunistic locking enabled. It causes a lot of weird problems. Go here: http://www.novell.com/coolsolutions/trench/2750.html for a solution.

I thought that it had a file locked too, but the only thing that station did was log into DBA. The only files open should have been read only for the login screen etc... It should not have locked any file, but it locked the menu file and the splash screen also.
