The new server has a (Raid?) backup for dba in it which seems to be causing the server to use 2 licenses.  Should it be doing that?  How do we fix it?

RAID is completely transparent to applications - there is no way to address the second physical drive, so I can't imagine that has anything to do with it.

If you open the Pervasive Monitor, what/when do you see the second login?

The server doesn't use a license at all unless you are actually running the program at the server.

Our "server" is peer to peer so dba does run on it.  When we get a 161 error message, we are able to account for all but one of the licenses in use.  The assumption was made that the server is using 2.  Everyone has to shut down and the "server" has to be rebooted and one of the known users cannot get back on dba so that another user can.  None of this went on before we installed on new server.  The other problem comes into play at this point also.  Ex.  I tried to get on dba, got the 161 message.  If I didn't shut my computer down and even with one license free, I would get the message that I was already logged onto dba and can only run one application of it at a time, but I never logged onto dba.
HELP!

You can eliminate the message that tells you "You may only run one copy at a time" by browsing to DBAMFG and running DBAMS.EXE and clicking the button to "Turn On Multi-Session".  This is a registry setting so you need to do it at each workstation.

Once you have done that, reboot the server so you know you are starting clean and then log users in one at a time.  At the server, load the Monitor Utility, click Microkernel, Resource Usage and there should be a line for Licenses in Use.  Use that to further investigate the problem.
