What purpose does this field serve? WO-K-A ... first off inspection Y or N?

We might be missing something exciting and wonderful because we always fly by this field and leave it blank.
The "help pulldown" says to see RO-A for instructions, but I cant find where RO-A has "first off inspection Y or N??

I am not 100% sure, but if you need to do a first off after this step, you say "Y" and a window will pop up asking which workcenter will do the first off.
This will add a step to your routing after that step.
