We're setting up to switch to evo payroll at year end. I have one long time employee who as always withheld FIT as a flat percent of gross. So far he is the only one I can't match to the existing service. I took a shot at using a negative number for Additional Fed WH but no such luck. Does anyone do this? Am I missing something simple?

I would have to wonder why you would want to do that? We certainly don't try to do anything "creative" like that in our payroll (yes, we use Evo payroll.) Is it really that bad for the employee in question to just setup proper deductions like everyone else in the US?
