What does it mean when you get:  I get it at least a couple times a week when trying to access different menus.  It is not consistent.

I too get this message quite often and find it rather annoying as I am forced to shut everything down and restart my computer.

There shouldn't be a need to restart your computer.  Sometimes, if EVO does not end properly, it will leave a program or two running in the background.  If you are dumped out of EVO and it will not restart properly, do a Ctrl-Alt-Del and in Task Manager Processes look for Evoerp.exe and TP7runtime.exe.  If either of those two programs is still running, terminate them and you will be able to run EVO again without a computer restart.
