How do you archive purchase orders in DBA?

System Manager, SM-J-R. Only closed POs can be archived.

It is there, but we can't get to it. Do we need do something to activate it?

If you are using DBA Classic, the PS-B menu access control only goes to Q but if you create a new level in CS-B or delete your administrator level and recreate it, you should have access to it.
