Can someone please tell me if estimated fixed OH is calculated on machine hours or man hours?

All overhead is based on labor hours

If I have a routing sequence with 1 in the #Persons field the fixed overhead in the rolled up routing is the same as it is if it has 50. The labor changes but not the overhead. What am I missing?

There is a default setting for "Divide Overhead by # Jobs Worked". You need to turn it on.
