I am unable to get the changes I make in PS-C to save. Nor can I delete anything.
Any and all help appreciated.

Do you get an error message when you try? Status 46 on a file means the file is in the old 16 bit BTrieve 5.1 format and the newer Pervasive versions can't write to it. You have to rebuild it to the newer format by reindexing in UT-C. You have to get all users out to reindex.

No error message.
I called support last week and left VM about another issue. No response.
Tried again today... no response
