PO Problem with 12/31 upgrade

I just installed the 12/31 IS upgrade and was poking around in the various modules. I went to PO-A and tried to open an existing purchase order and DBA says it is closed for receiving purposes, do I want to reopen it. Since no one is here to ask if this is correct, I went to many others and got the same message. It appears that all existing PO's are closed for receiving purposes! Help!

I don't know how I randomly picked 6 or 7 PO's that had been received but I did. The PO's with quantities still on them are fine.
