Btrieve Error 161

I am trying to move DBA to a new server. I can run DBA on the Server, however, my clients get the following error: "An Error occured when trying to load Btrieve. Error 161".  I have changed the drive mapping and reinstalled all software on the client.  ???

Error 161 Is Pervasive user Count exceeded.  You need to install the Pervasive User Count file DBA sent you when you first installed it.  If you can't find it (it is a file named ucmgr.key, probably on a floppy disk from DBA) call DBA Monday morning and they will email you one.
 
Once you get the file, go to the server and go to Start - Programs - Pervasive - Utilities - User Count Administrator and add the license.

I have the same error however I called DBA for my user key and was told they could not give it to me. Pervasive doesnt allow them to give them out anymore.  
Any other suggestions???

what version of pervasive did you load? and on what version of the operating system for a server did you install pervasive?

We have version 7.82 this is what was installed originally and just moved to a new server.
