If you mean the pay rate, we enter it, by employee, in PR-A or SM-G.

You may also mean the work center rate - this is entered in RO-C.  Standard Cost Rollup uses the Work Center reate.  Actual labor posting can use either the Work Ocenter or employee rate depending ion the work order default setting for "Use Actual Cost in Labor Entry?" - a "Y" means use the employee rate and a "N" means use the work center rate.
 
If you use a Labor Part number for labor costs, you can change the rate in IN-B for the part number, click Standard Cost and change the standard rate.

If you want the rate by work center then you can enter it in RO-C.

I apologize, I should have been more specific... I was referring to the Work Center rate.  I now see that option in RO-C...thanks for your help!
