Unable to enter History Notes

I have at least three users who all of a sudden, using regular DBA (TASEVO not set up yet on their systems) can't enter or edit sales order history notes.  They used to do this all the time, now they can't.  The error they get is  
"You are not authorized to make changes to this account".
Does not matter which account, they can't enter the notes or edit them, period.
 
I have verified their access is as it has always been (i.e., no changes).  So far as I can tell, this started after I applied the latest update.  
 
I think it may be something to do with the fact that I didn't get a chance to run the SO Change update since the files were missing--I've downloaded the updates, but can't apply until the end of the day--it's the only thing I can think of.
 
Could it be this, or something else?

update:  If they don't enter a password when prompted, they CAN enter the notes!  Hmmm...
No one's password that worked before doe now, not even the admin.

No, it has nothing to do with the SO Change files.  Go to SM-I-I and check each rep and see what the settings are regarding allowing other reps to change accounts.  I suspect an old bug that allowed access even when the rep was configured to prohibit it was fixed and you are seeing the results.

Hi Lynn,
 
Just went into SM-I-I, and everyone has all Y's for the
four "Allow" parameters.  So they have always been allowed to edit each other's entered records.
 
What else can I check?
