We have a finished part that in addition to other materials contains a "Make From" item - Basically the make from is a housing that has a disc welded to it. When creating a WO for the top level the system correctly shows an allocation for the "M" type item but no allocation exists for the "disc" or "housing" that goes into the "Make from". MRP picks up the requirement but reports that don't rely on MRP (eg BOM availability & inventory inquiry) miss it.
 
Is this the way the system has always functioned?

You might consider making a BOM for the part calling out both the case and the disk and then making it a phantom assembly.  That should make it work for you.
