STD LABOR IN ROUTING FOR SETUP

If I set my routing sequence to use Standard laobr, reporting the qty complete only picks up run time and ingores the setup cost. How can I get Std setup cost to post in the routing sequence?

It never has and I agree it should but I have a question.  Should setup time be posted based on quantity of parts on the work order or the standard Lot size?  And what if you want to actually report setup time separately because a different person is doing it?  Should it be a default setting?
