The problem is on a multiple line sales order, knowing which notes apply to which line.  There is only one block of notes for the whole order.  There is also a limit of the number of lines in WO notes that is much smaller than the SO Notes.  That said, we could add an option in SO-N to include Notes and it would simply include the first however many lines that can fit.
