TAS - G would be used by the system administrator to create and edit menus for all users. It has the capability to add and remove items from anybody's menu. TAS - H is for each user to be able to move things around on their own menu only. It con only edit the menu of the person logged in and it can only rearrange existing items, can't add or remove.
