Problem Converting Kit Item from Est. to SO &

What it transfers is the Parent Item only. What I'd like to see is WOs created for any F or A type parts in the BOM, and the SO created with the complete BOM of the Kit item.
 
Is it because I haven't set things up right, or is it just not possible? Is it unreasonable to think it would work that way?
