Actually, the delete part number has nothing to do with it.  It was just a coincidence that the deleted item was on the second line.  Whenever a sequence is backflushed with more than one item on the bill for that sequence, only the first line is backflushed.  
We could use some help with this since we issue almost all of our parts using this method of finishing a sequence and backflushing parts tied to that sequence.
 
Actually I think it is backflushing the first two lines, but in the first example the 2nd line was deleted.

The problem with the backflushing by sequence has been fixed.  Contact Lynn for a patch.
