If the server is 8.X or 9.X the 2000 clients can't connect but if the server is 2000i and any workstations have the 8.X client, it will connect but cause all sorts of bad things to happen. Unfortunately, the DBA 2004.1 update that was provided on CD (and maybe download, I am not sure) included the Pervasive 8.5 client in the PERVSIVE folder that gets installed under DBAMFG so you could be installing Pervasive 8.5 clients to new workstations with a 2000i server and not realize it.

That is 100% correct that the 8.5 clients were installed from the 2004.1 CD. Luckly I had an old backup set that I found the 2000i Pervasive client files in. The NTDBSMGR.EXE process would do crazy things to the server.
