Scrap% setup in BM-A

I have one bom part with 2.50% of scrap. It should be pulling a qty of 5904.00 & instead pulls 5907.69
The part number is in qty of eaches.
We also are also using whole numers as scrap% & they calculate fine.  
Could it be that the scrap field can only pull correctly if whole numbers are used?
 
Your input would be greatly appreciated.

I was working with adding scrap today and I wanted to add a 10% scrap factor.  When I pulled a work order for 100 parts (which incidentally are measured as EACH) the system allocated 111.1111 parts.  This is clearly not what my intention was.  I can see what the system is trying to do but the math seems all wrong to me.  
 
If I factor in 10% scrap and I want 100 parts then shouldn't I get 100 parts plus 10% (10 parts) for a total of 110 parts.

The math is using a margin percentage (right, wrong, or otherwise, it has always been that way) so the percentage is the percent of the total issue, not the percent of the base amount.  It also does not round to whole units so it is only appropriate for bulk materials.
