I recently ran ISTS's Multi-Reindexing program and received only one (1) error....
 
BKSYMSTR - File locked error
 
Second Pass... File still locked
 
Is this normal?

Yes, that file is open and locked by just about everything.  It has only one entry so reindexing it should not be necessary.
