If I am using EVO and using Crystal, in the monitor, it lists me twice as a user. Does this count as 2 towards the number of users?

the short answer is NO.
at least in Pervasive 9.
you are using 2 sessions, but not 2 licenses.
take a look at "Resouce Usage" and number of licenses in use to verify. exit one of the programs to see if your license count changes. you'll have to wait about 30sec or so.
