Changing Tax in AP-C

Recently I have found in necessary to make a change to the amount of tax when posting invoices in AP/C due to the change in the GSt from 7% to 6%.  Our SO in the system Updated when we changed the % but our O/S PO's did not.    
 
When I change the tax in AP/C it posts the correct amount to the supplies account in the sub ledger however it creates and out of balance entry on the GL side and you have to edit the amount of tax being posted to the GL.  
 
Is this a bug in the program or am I doing something wrong?
 
Also I find that some of the fiedl in AP/B do not allow you to fill in the entire field.  You can only get half way across the space.

I'm guessing you have Evo. The field is a fixed width, but the display font is proportional. There is a limited number of characters in each field regardless of how much room it looks like there is.
