Enter Batch Labor Problem

When I enter labor in WO-M, the program will not allow me to enter 7:30 am- it keeps changing to 7:00.  Example:  6:00 am to 7:30, changes to 7:00. It's okay if I enter 8:00 am, calculates correctly.  I checked the shift setting, thinking maybe it was a buffer issue, but that appears correct.  Any suggestions on where to check next to correct problem?

What is your shift buffer set to?

My shift buffer is set to day shift,  
Buffer 5:30  
Start 6:00
Lunch in 12:00
Lunch Out: 12:30
Finisher: 15:30
Buffer: 16:00

Is there a clock out buffer on the graveyard shift that it might be looking at? I think at one point there was a DBA bug (fixed in IS Tech updates) that it wasnt looking at the employee record for the shift so it would pick up the wrong buffers.
