Freight $ Automatically Inserted??

My shipper indicated to me that all of a sudden, occasionally, a $3.00 freight charge is automatically inserted when releasing a Sales Order.
 
Anyone have any ideas???

The only time you would see freight at time of release is if that freight amount was added at time of order entry....
