Sales Tax on Freight

If freight is a taxable item and I say "Y" in SM-F then it includes it as taxable in AR-K even if the Customer is set to Non-Taxable.

What gives?

Also (and I think I've mentioned this before), when you print a Summary AR-K Freight is 0.
