Average Cost on Manufactured Item

We have some Labels that we screen print.
 
I notice something odd in the transaction list.
 
I can see were we turned in finished production for 250 labels.  The
Cost looks right and the transaction looks normal.
 
Following that, there are a total of 7 Issue transactions to various
work orders.  The costs on these transactions are all different.   ???
 
Shouldn't the cost of these Issue transactions be
at the average cost that was calculated
when the work order was received?
 
My follow up questions is what activities besides
WO receive, Inventory Adjust, PO recieve, and AP-C  
updates the Average cost of an Item?

I have observed that PO JOBRC (JobReceipts) do not update average cost, only PO RECPT.

What is PO JOBRC?
 
We turn in finished productions using WO-I.
We receive PO's with PO-C.
 
Both of these activities affect Average Cost.
 
As I mentioned, the Transaction list for the item in Questions has 7 consecutive
Issues to other work orders.  Shouldn't these costs be consistent with
the average cost of the Item at the time the issue is made?

I have seen similar issues. On the first item I picked at random, looking at Transactions in IN-A shows the following:
 
W - 1.2018
S - 1.2043 (that should be the new average)
S - 1.2043 (don't get hopeful yet)
S - 1.3005
S - 1.3005
S - 0.0000
S - 0.0000
S - 0.0000
A - 1.2043 (these were neg adjustments - should not affect avg cost)
A - 1.2043
S - 1.4613

Using PO-C, and depending on how the purchase order is written, when items are received in PO-C, some are directly issued to work orders upon receipt (PO JOBRC) and others are received directly into inventory (PO RECPT). The cost of those directly issued to work orders upon receipt, do not affect the calculation of average cost for units on hand.
 
You will see these labels for PO-C receipts in IN-E inventory transactions.

I forgot you could earmark items on a po to a specific Work order.
We do not use that feature (except with service orders for outside processing).
 
I never see these transactions, so I was not sure what you were referring too.
