I have moved my DBAMFG system to a new Workgroup server. I installed pervasive from disk. I had 5 users on old server. I now have only keys for 4 users on disk. I lost 1 key somewhere. My question is, in what files is the license held and is it possible to copy those files from the old machine to the new one to get my 5 total users back? Just copying the ntucmgr.sys file from one to another doesn't work because the s/n assigned to the individual systems is different.

Unfortunately, no.  You need the license key file.  You can contact DBA and request a replacement.  Or you can purchase PSQL 9.5 which is the current version.  Workgroup is only $25/user but you would have to purchase all 5, you can't mix versions.
