MRP shows buy for Item, UOH is more than demand

Recently we have a problem where order action has a BUY in the Order # and the Action columns even though we ahve 71 in house. ORder action seems to be forcing a BUY. Why might this happen.

Is a Reorder Level set for the part?
Are there current Allocations for the part?

Thanks. The reorder level we think was the problem. Actually it was a reorder level on a part in the BOM I think. We will run MRP again and know if this fixes the problem. Thanks once again.
