Work order not recalculating estimated costs

We  have a work order in process.  When we open the work order and save to recalculate estimated costs, we are not offered that option.  Hae not ever seen this before.  When I look at the record in WORKORD the field MTWO.WIP.LOCK is set to Y.  I only see a Y in other records if they are completed and/or closed.  What is this field and how did it get set to Y?

This is just a guess -  
 
Look at WO-A, and see if a number is in the "QUOTE" field. If any number is in that field, neither Classic nor EVO will recalculate Estimated Costs. This prevents an in-process recalculation of a job whose estimate was based upon a quote.  
 
Like I said, it's just a guess.
