Our company wants the ability to use a Bar Code Scanner to track incoming material from vendors, scanning material and automatically updating DBA/EVO;  and serializing the parts, track inventory quantities, and shipping with bar coded items and inserting them on packing slips, all in real time in DBA/EVO. Can this be done?

Applying a Bar code label to an item (or scanning the bar code already on an item)
in and of itself does nothing more or less than replace keyboard entry.
 
The only DBA applications currently oriented around entry via bar codes is the Data collection module.
We use it, and it works very well.
