Have you added/removed menu items for individuals in PS-G?  I think that this is what truly controls which menu items someone will have.

When making user menus I started with a few templates (e.g. one for sales, one for production, one for engineering, etc.) and then copied the templates to various people. I have since deleted the templates and have made many minor changes to individual users. When I need to add a new user I copy from a person who has similar job functions and then specialize from there. As a rule, I pare everyone down to the bare minimum and add choices when they need them.

I do what Colin does, and it has worked pretty well.  Most of the functional areas have essentially the same base access, with managers getting a bit more, so it's not much to just copy a user and modify them.  I've also used the Change Prg Name (very handy) to make global modifications, like changing T6INA, T6INB to T7INA, T7INB, and then quickly back to T6INA, T6INB....
 
I'd recommend that approach.
