You can eliminate the message that tells you "You may only run one copy at a time" by browsing to DBAMFG and running DBAMS.EXE and clicking the button to "Turn On Multi-Session". This is a registry setting so you need to do it at each workstation. Once you have done that, reboot the server so you know you are starting clean and then log users in one at a time. At the server, load the Monitor Utility, click Microkernel, Resource Usage and there should be a line for Licenses in Use. Use that to further investigate the problem.
