Use PS-G or TAS-G and edit the menu for a user who does have access to the particular item (such as Maintain Database) and see what the program callout is on the TAS or other System Manager menu for that function.  Then add that capability to the other user menu.  Doesn't need to be the same menu position but it needs to exist someplace on the user's menu for it to also be available in the dropdown.
