IN-B ACT STATUS

I want to change an item to D for discontinued but the program does not allow save because there are units on hand. The help file says I should be able to do this to prevent new work orders from being entered.  
 
Is this a bug or do I misunderstand?

We are on the version just previous to 3/27/08 and this function works fine. If we try to change status to D then we cannot have open work orders to make them. If we try to change status to O (obsolete) it will not let us do so if any are on hand, on SO, on PO or on WO. So, it works as advertised here.

We are on 3/27/08 and this works for us.  Just tried it with an item that has units on hand and an open work order.  It allowed the change to D with no complaints.  Wonder if there is a setting in SD-Q?
