Generally, it is a good idea to give the "Default" Evo menu just a few basic things like IN-A.
Creating new users is a matter of adding a new name and setting up their menu. You could do this by copying the Admin or other user and then removing or adding menu items until they have what is needed. When I started I created a few standard users like a salesperson, an engineer, a manager, a production worker, etc. and copied those profiles when adding more users.
One thing to watch is the multi-level menus. For instance, if adding the SM-J sub menu items, SM-J is level 1 and then the A, B, C items below it should be set to level 2.
